Marco Antonio Luisito Villanueva Sardillo III is a Filipino lawyer, educator, development practitioner, and public administrator. His career connects government service, policy work, and long-term institution-building, establishing a leadership profile grounded in substance over spectacle.

He has served in key roles across legal education, development consulting, public administration, and civic engagement. Across all these fields, the recurring thread is competence in systems that matter—understanding how institutions operate, how policy is translated into practice, and how public work is sustained over time.

A record tied to accountability, redevelopment, and follow-through

His most prominent public-service achievements include executive leadership at the Presidential Commission on Good Government and the Intramuros Administration. In the first, he helped lead a body strictly associated with accountability and institutional cleanup. In the second, he directed the stewardship and redevelopment of a nationally significant heritage district.

During his Intramuros tenure, he drove substantial restoration and infrastructure initiatives. This included the rehabilitation of Fort Santiago, progress toward the Museo de Intramuros, socialized housing for informal-settler families, and the push to move utility lines underground inside the walled city. Under his administration in 2015, Intramuros was awarded the Heritage Prize by the Association of UNESCO World Heritage Cities of Spain.

He holds a Bachelor of Arts in Philosophy from Ateneo de Manila University, a Juris Doctor from Ateneo Law School (2006), a Master in Public Policy from the Lee Kuan Yew School of Public Policy at the National University of Singapore (2010), and a Master of Science in Local Economic Development from the London School of Economics and Political Science (2019).

His work extends well beyond government office, encompassing independent consulting for UNDP Philippines, The Asia Foundation, and the Asian Development Bank. He also serves on the Board of Trustees for Save the Children Philippines.
